I've heard of a program that could raise the tone of a song to be able to play with your accordion. For example, lets say i wanna learn a Ruben Vela polka that is in a MI accordion but my accordion is in FA, this program allows me to raise the tono to learn the song in my accordion. And supposably even if you learn the song with ur accordion with the tono raised, the same pisadas that u make with ur accordion r the actual pisadas that r made by the original tono accordion of the song. 

Is there such a program? If so, does any body know of it?

ive never heard of that, let me know if you find it. however it sounds like you can do that by speeding up or slowing down the songs tempo. most simple dj equipment (most cdj's) is capable of that. and if there is a special program that does that, than its probobly similar to that.

You can use it to change the tempo or the pitch or both. You can set starting and ending points within a song and even loop the section. It's available for Mac, PC, iPhone/iPod Touch. Good program - highly recommend.
