This has nothing to do with accordion/bajo sexto music.  This just has to do with talent.  This was filmed in 1943 during World War II.
Fred Astaire said:  "The greatest dance number ever filmed."  In a TV interview of the Nicolas Brothers they stated that the dance routine was filmed in one "take".  Regardless, it is amazing footage.  Note the crisp music sound of the orchestra.

Please watch and listen to the late great Gregory Hines's analysis of this masterpiece.  Pay close attention to the comments and watch how every step is synchronized to the music...... and they never had a chance to rehearse the number!!!!!!!!

THIS IS CLASS AT ITS BEST!!!!!!!!!!!!!!!!
